Regionetz GmbH (hereinafter "Regionetz"), represented by E.V.A. Energieversorgungs- und Verkehrsgesellschaft mbH Aachen (hereinafter "E.V.A."), hereby conducts a non-binding preliminary market consultations pursuant to Section 26 of the Sector Procurement Regulation (Sektorenverordnung - SektVO) to investigate the market for civil engineering, pipe construction and installation works in the Aachen urban region and neighbouring areas.
Regionetz is fundamentally reviewing its procurement strategy for civil engineering and installation works. The aim is to strengthen competition, remove barriers to market entry and future-proof collaboration with contractual partners. In the past, Regionetz has conducted several procurement procedures for framework agreements divided into different lots and areas of activity. Regionetz is currently considering various adjustments to the procurement structure and content. Therefore, it would like to discuss these with established and other interested economic operators.
Regionetz wishes not only to gauge general market interest, but also, in particular, to discuss specific aspects of the procurement structure, contract models, and technical specifications with interested economic operators, in order to tailor the subsequent procurement strategy to market conditions.
Regionetz operates in the tri-border area of Germany - Belgium - the Netherlands and maintains close economic relationships with neighbouring regions. In addition to its existing contractual partners, Regionetz therefore expressly invites other economic operators in the civil engineering sector that are not yet active in the region - and, in particular, firms from Belgium and the Netherlands - to express their interest in collaboration and to take part in the preliminary market consultations.
The procedural language of subsequent procurement procedures is German. However, feedback within the scope of these preliminary market consultations may also be submitted in English.
Areas of Work
Regionetz is seeking interested economic operators in the following areas of work:
a) Civil Engineering Works for Utility Lines and House Connections
This area of work covers all civil engineering works for the construction, renewal, and repair of utility lines and house connections in the sectors of electricity, gas, water, and district heating - including associated sewer lines and sewer house connections in selected contract areas. The works include in particular:
- New installation of lines and house connections;
- Line renewal and line repair;
- Fault clearance and repair works;
- Surface restoration (asphalt, paving, green areas);
- Construction site coordination and interfaces with ongoing network operations;
- Documentation of completed works (measurements, as-built plans, digital documentation);
- In selected contract areas: 24-hour on-call/standby service.

b) Pipe Construction and Installation Works
This area of work covers specialised pipe construction and installation works on gas, water, and district heating lines as well as house connections. This includes in particular:
- Pipelaying works (various materials and nominal diameters);
- Welding and joining works;
- Pressure tests and leak tests;
- Connection and commissioning works;
- Maintenance and renewal works on existing pipeline systems;
- Fault clearance;
- 24-hour on-call service in rotation with other contractual partners.

Purpose and Objectives of the Preliminary Market Consultation
These preliminary market consultations serve to prepare the procurement and to inform economic operators of Regionetz"s procurement plans and requirements (Section 26(1) SektVO).
Regionetz reserves the right to decide whether, when, and to what extent subsequent procurement procedures will be initiated, including its division into lots, contract duration, type of procurement procedure and scope of works. The findings from the preliminary market consultations may be used in aggregated and anonymised form for the design of the technical specifications, division into lots, contract model, selection and award criteria, time limits, and the subsequent procurement strategy.
Feedback / Expressions of Interest
Interested economic operators are invited to express their interest in the above-mentioned areas of work on a non-binding basis. The expression of interest is voluntary and does not establish any rights or obligations. Participation or non-participation in the preliminary market consultations will result in neither an advantage nor a disadvantage with regard to any subsequent procurement procedure. There is no entitlement to participate in a subsequent procurement procedure.
